  Enable workflow in Business Glossary.
  
  Create a couple new terms - term 1 and term 2.  Mark the terms
  as synonmyms and designate term 2 as the preferred synonym.
  Then put the terms through the workflow.
  
  Try and publish the preferred synonym and get "Unknown error".
  
  Try and publish the synonym and it is successful.
  
  Edit the published term to remove the preferred synonym.  It
  will be removed automatically from the other term.
  
  Put the terms through the workflow.
  
  Try and publish the synonyms - both publish.

  Publish the terms without a preferred synonym first, then go
  back and add the preferred synonym and publish.
