Error description

• Tested against Maximo for Utilities 710
  
  When a CU Librarys CU contains a special chracter such as ' and
  the CU version is duplicated you receive an error of ORA-00933:
  SQL command not properly ended.
  
  
  Steps to reproduce the issue are.
  
  1. Create a CU Library using the following CU name Pole-30'-Cl4.
  
  2. From the select action menu select duplicate cu version, you
  will receive the error of BMXAA4210e- Database error number 933
  has occurred. ORA-00933: SQL command not properly ended.
