Error description
The inetd server hangs if inetd.conf contains only one service entry, the entry is flagged as "wait", inetd has spawned the service, and then the entry is removed from inetd.conf and inetd is refreshed. After refresh, inetd no longer responds to any SRC command, such as "lssrc -l -s inetd" (all lower case). Instead, the SRC commands time out.
Local fix
Problem summary

Problem conclusion
we don't decrement the socket counter. When the child is initially spawned, if it's marked as "wait" in /etc/inetd.conf.
