Error description

• The following tacmd command failed with KUIC02001E on ja_JP
  language system.
  
  - tacmd createAction
  - tacmd viewAction
  - tacmd editAction
  - tacmd executeAction
  
  This issue is as same as defect 60690. The workaround is to edit
  kuixxxxactionVld.xml like the following: (Remove "-")
