Error description
Problem title: Downtime Report Prompt upon WO Completion even when asset is up Extended problem description This problem occurs either with creating and asset from the Maximo front end,alternatively with an asset created via the MEA. It is considered extremely irritating and confusing by the business. Steps to reproduce on Maximo core 7115 (and 7116) WITH IS O&G 7.1.0.0, CAL 7.1.0.0 AND PV 7.1.0.0 as follows: Note!; It is not reproducible with just Core BS 7115 or 7116, however is with these 3 IS installed. 1)Go to Administration/Organizations and open your org record 2)Select action Work Order options/ other organizations options. 3)Check that Display Downtime Report Prompt upon WO Completion for Asset in a 'Down' Status?=YES 4)Go to Asset/Assets 5)Create a new asset record against an operating location=BR210 and change the status to Operating. 6)Notice that the asset is created as UP and has never been down. 7)Select action Manage Downtime History and check that Maximo has created an entry with the same start date and end date with downtime=0 even if the asset has never been down. 8)Go to Work order tracking and create a work order against asset=ASSET1 and specify all the required elements. 9)Save the record 10)Change the status to COMP 11)The following warning message:"BMXAA4546E - The asset currently has a status of Down. To change the status of the asset now, you must cancel the current status change and report downtime." 12)However as explained previously the asset is up and has never been down. Note!: 2 workarounds just as FYI only, although not deemed acceptable by this AVP client to implement as follows: a)If you try afterwards again to change the status the prompt will not happen(if you are not closing the Change status Box b)The other work around is to Open the asset record and delete the "Dummy report downtime" created by default by Maximo.

Problem conclusion
When work order status is changed to COMP on a work order referencing an asset that has not explicitly had down time reported against it since it was added to the database, error message is not thrown indicating that the Asset status is 'down'/IsRunning=false when in fact the Asset status is 'up'/IsRunning=true.
