Error description

• 3.9.0-TIV-TEC-FP0008 does not include  3.9.0-TIV-TEC-FP0008-NLS.
  tar.gz, which is described in the README file though.
   This is because there has been no changes in the NLS part of
  the code.
   (this part of the README will be revised later)
   If 3.9.0-TIV-TEC-FP0008 were installed top of the GA, TEC-FP08
  is supposed to run with the NLS, GA based.
   Then the customer can install 3.9.0-TIV-TEC-FP0007-NLS.tar.gz
  either before or after installing FP-08

• installing 3.9.0-TIV-TEC-FP0007-NLS either before or after
  installing FP08

Problem conclusion

• There were no language pack changes for fix pack 8 so no NLS
  file is included in this fix pack.  The latest NLS changes can
  be installed from the FP07 NLS file,
  3.9.0-TIV-TEC-FP0007-NLS.tar.gz, either before or after
  installing FP08.
  
  The translated READMEs are now available for the following
  languages:
  German, French, Japanese, Korean, Brazilian Portuguese
  
  The fix for this APAR is contained in the following maintenance
  packages:
