Error description
It's not possible to define an NT-User whose name begins with a numeric character from JSC1.2. It is on JSC1.3 and the fix should be backported to version 1.2, also considering the engine side of the problem (tracked in cmvc 155695)

Problem conclusion
We have change the text constraint to include also a numeric validation. This APAR will be fixed into JSC12 Fixpack 10equivalent to PTF U498132
