Local fix

Problem summary

• URL Unavailable events are being limited only to events caused
  by IExplorer loading
  dnserror.html or
  navcancel.htm pages.
  .
  STI is able to determine a more precise response to provide
  additional information
  to the user.
  .
  This defect will be used to modify :
  1) TIMS GUI Messages and events.
  2) TEC forwarding, by adding an additional slot of information
  to show the real error.
  .
  We'll try to avoid translation requirements by limiting the
  explanation of the
  error messages to generic names like the ones specified as part
  of the code API:
  For example,
  INET_E_RESOURCE_NOT_FOUND
  INET_E_DOWNLOAD_FAILURE
  INET_E_CANNOT_CONNECT
  .
