Local fix

Problem summary

• Under some circumstances, the VM debug local mapper code
  incorrectly handles cases where the method has a large number of
  local variables.This can cause problems for GC.  This can only
  occur when debugging Java code that includes methods with more
  than 32 locals.
  

Problem conclusion

• The JVM debug local mapper code has been fixed to correctly
  identify object slots in all cases.
