Error description

• Error Message: If the JVMTI capability can_tag_objects is
  acquired after the OnLoad phase and the metronome garbage
  collection policy is being used, the JVMTI AddCapabilities call
  will hang and not return.

Local fix

• Acquiring the can_tag_objects capability during the OnLoad phase
  does not exhibit this issue.
  

Problem summary

• The JVMTI implementation was calling the garbage collector
  incorrectly, which caused the hang.
  

Problem conclusion

• The JVM has been updated such that the hang no longer occurs.
