Local fix

Problem summary

• The problem occurs when the JVM's attempt to create a new
  control file for non-persistent shared class cache fails due to
  file system error.
  

Problem conclusion

• The JVM has been updated to gracefully handle any error in
  creating a new control file for non-persistent shared class
  cache by displaying an appropriate error message and failing to
  startup, unless -Xshareclasses:nonfatal is specified, in which
  case JVM would start up without the shared class cache.
