Error description
WVR is expected to be notified that a blind transfer has worked or failed by way of a NOTIFY Message , but instead receives a BYE message that it fails to process so the call is left hanging and application is not informed of the hangup.
Local fix
Update FSM to handle BYE in this sitauation and inform application of hangup
