Error description
The SYSTEM.BASE.TOPIC topic object is altered to set PROXYSUB(FORCE) and to add the topic to a cluster. This causes proxy subscriptions to be created on the other queue managers in the cluster. Initially the proxy subscriptions are created with the correct topic string of '#', but if a queue manager with one of the proxy subscriptions is restarted, the topic string changes to '/#', for example: AMQ8096: WebSphere MQ subscription inquired. SUBID(414D5120434C555331202020202020200B8AE04F20000C02) SUB(SYSTEM.PROXY.CLUS1 CLUSTER /#) TOPICSTR(/#) TOPICOBJ( ) DEST(SYSTEM.INTER.QMGR.PUBS) This causes messages not to be published round the cluster as expected, because messages published without a leading '/' character at the start of the topic string being published to don't match the proxy subscription.
Local fix
To get the correct proxy subscriptions recreated after a queue manager restart: 1. On each queue manager in the cluster alter the SYSTEM.BASE.TOPIC to not be in the cluster (set CLUSTER to ''). 2. On each queue manager in the cluster delete all the proxy subscriptions for '/#'. 3. On each queue manager in the cluster alter the SYSTEM.BASE.TOPIC to be back in the cluster.
