  Amazon S3 storage is a cloud destination that can be used with
  IBM Spectrum Protect Plus when defining cloud storage.
  When configuring Amazon S3 storage for region, US government
  west.  The correct region below is unavable for selection.

Problem conclusion

• IBM Spectrum Protect Plus 10.1.15.3 and later used an older
  implementation of the Amazon Web Services (AWS) client that did
  not include the us-gov-west-1 region. In IBM Spectrum Protect
  Plus 10.1.16.2 and 10.1.17, the AWS client has been updated and
  now includes the us-gov-west-1 region.
