IT45386: MQ Appliance appliance sethagrp force migration(-f) not working if only secondary or replication interfaces unavailable

Error description

• The MQ appliance sethagrp command with -f option is expected to
  force HA migration when any or all of  HA
  primary/secondary heartbeat or replication interfaces are
  unavailable. However the command is not working
  as expected if only secondary heartbeat of replication
  interfaces are unavailable.

  PROBLEM DESCRIPTION:
  A defect in checking the status of the secondary or replication
  interfaces by sethagrp command caused failure in force
  migration.
  

Problem conclusion

• The sethagrp command has been modified to fix the defect that
  caused failure in force migration.
