Error description

• Some XMLNSC parse errors (for example, "BIP5020E: XMLNSC parser:
  XML parsing was stopped due to an internal error") triggered
  abends,  thread dumps, and killed parser process threads on
  Linux.  Possible XML document errors, which may trigger this
  parser error, include an invalid '0xc2' character in a UTF 8
  document.

  thread dumps, and parser crashes no longer happen.
