IT45186: CICS POLICIES WITH A MISSING GATEWAY URL MAY FAIL WITH BIP4395

Error description

• If a CICSRequest Node is deployed which  references a policy
  with a missing gatewayURL property then the following errors may
  occur:
  
  BIP4367E: The method 'onSetup' in Java node 'NodeName' has
  thrown the following exception:
  java.lang.StringIndexOutOfBoundsException: begin 0, end -1,
  length 0. The method 'onSetup' of the Java node has thrown an
  exception. Examine previous error messages for details of the
  cause of the problem. This error is generated by the Java node
  API. It can occur in a Java Compute node or a Java user-defined
  node. If the node is a user-defined node, contact the node
  provider for further details.
  
  BIP4395E: Java exception:
  'java.lang.StringIndexOutOfBoundsException'; thrown from class
  name: 'java.lang.String', method name: 'substring', file:
  'String.java', line: '2744' The message contains that data
  associated with a Java exception. No user action required.
  
  This may  happen during migration from  previous  versions of
  IBM Integration  Bus  where the default value for  the
  gatewayURL property was treated  as the empty  string.
  

Local fix

• Modify the policy to set the value 'local:' in the gateway URL
  property

Problem conclusion

• The error no longer occurs when the gatewayURL is missing, in
  these circumstances the default gatewayURL of "local:" is used
  instead.
