IT45087: MISSING STEPS FOR ADDING VSNAP PARTNER IN REPAIR FAILED VSNAP SERVER DOCUMENTATION

Error description

• The IBM Spectrum Protect Plus documentation for repairing failed
  vSnap servers is missing instructions for obtaining ssh keys and
  TLS certificate.  Which is needed for adding the vSnap partner.
  Step 8 needs to be updated with instructions in getting the TLS
  certificate from vSnap2 and the SSH keys from vSnap1 and vSnap2.
  
  Step 9 needs to be updated with instructions for the vSnap
  partner add command with the results from step 8.

Problem conclusion

• When vSnap servers fail, the topics in IBM Documentation does
  not have sufficient information to repair the vSnap servers.
  
  The topics have missed steps about collecting the SSH host keys
  and TLS certificate, which are required to specify along with a
  username and password in the subsequent steps of procedure. So,
  we have added a new step 8, and updated step 9 and 10 in the
  procedure to provide the required additional information.
  
  This updated information will be published with the upcoming
  release for IBM Spectrum Protect Plus 8.1.16 in the following
