• Closed as program error.

Error description

• After applying fixpack 8.1.0.15, there is a timing window for
  sending IPC twice with the same ApplTag even for SMs with the
  same Primary CPU as the EC.
  

Local fix

Problem summary

• Incomplete fix for IT43617.
  In case of a queued signal for a process the cpu down event will
  still be executed and send a signal for the same request.
  

Problem conclusion

• The product has been changed to accommodate such situations.
