IT44513: dmpmqcfg on Windows might output a truncated username suffixed with an invalid character

Error description

• When using dmpmqcfg command on Windows, the username mentioned
  in the commentary at the top of the dmpmqcfg output is
  truncated, and has random characters at the end, if the true
  username is more than 12 characters in length.

  Users of dmpmqcfg on Windows. Note the problem is only in the
  preamble commentary at the top of the output, not in the main
  body of the output.

  PROBLEM DESCRIPTION:
  The username on Windows can validly be longer than 12
  characters. (On Unix systems there is a 12-character limit). The
  MQ program code in dmpmqcfg was not handling the longer
  usernames properly.
  

Problem conclusion

• The MQ program code in dmpmqcfg has been corrected to handle
  these longer usernames.
