  "--compile-maps-and-schemas" flag and does not compile maps and
  schemas.

  PROBLEM DESCRIPTION:
  The ibmint deploy command ignores the presence of the
  "--compile-maps-and-schemas" flag and does not compile maps and
  schemas.
  

Problem conclusion

• The ibmint deploy command compiles maps and schemas when the
  "--compile-maps-and-schemas" flag is provided.
