If the Assembly Count Limit Policy flag CacheOnly is off and the Gateway Peering object for rate limits is down then the API call may hang indefinitively.
Local fix
Enabled the CacheOnly flag.
Problem summary
API request is hanging when count limit policy does not match.

Fix is available in 2018.4.1.26, 10.0.1.13, and 10.5.0.5.
