IT42722: COLLECTOR NODE CAN CAUSE A PSC FOLDER GETTING CREATED IN THE RFH2 HEADER.

Error description

• Message flow with Collector node sets an empty TOPIC value in
  the Properties header instead of NULL. This can results in the
  creation of a psc folder in the RFH2 header if the node receives
  an MQ Message with RFH2 header.

  PROBLEM DESCRIPTION:
