• The Manage Users menu item in Storage Insights does not take the
  user to the correct page.
  
  
  Clicking Manage Users redirects to this URL, which does not
  have the action to add.

  From the top left of this page, you can click on "My IBM" to
  open the correct page, showing subscriptions and allowing you to
  select an instance to add users.   This is the page that Manage
  Users used to link to.
