IT39609: RACE CONDITION DURING LISTENER STARTUP

Error description

• During start up of the embedded HTTP listener it is possible for
  a thread event loop to start running before it has been properly
  registered with the listener. If this occurs then socket
  connections will be accepted to the listener but data will never
  be read from these connections and requests will not be passed
  to HTTP based flows.

  PROBLEM DESCRIPTION:

Problem conclusion

• If the event loop start before the thread has been properly
  registered then the product will now wait for a short duration
  to see if registration complete before disabling the thread for
  incoming HTTP requests.
