IT39335: SOME SHIFT_JIS CHARACTERS CAN PREVENT SEPARATORS BEING DETECTED BY THE DFDL PARSER

Error description

• The DFDL Parser, when scanning for a separator, checked the
  previous character in the stream to see if the current character
  has been 'shifted'. Some Shift_JIS characters use the special
  'shift' characters as the second character though and this was
  preventing the parser correctly detecting the separator

  PROBLEM DESCRIPTION:
  The Shift_JIS codepage uses special 'shift' characters followed
  by another character to represent different Japanese characters.
  Sometimes the second character in these would also be a 'shift'
  character. This would cause the DFDL Parsing code to incorrectly
  ignore a separator character that it should find.
  

Problem conclusion

• The DFDL Parsing code was changed when checking a possible
  separator character when parsing. In addition to checking if the
  preceding character was a 'shift' character it now also checks
  the character before that too.
