IT38828: NODE OWNED INTEGRATION SERVER MAY ABEND ON START UP IN NON-ENGLISH LOCALES

Error description

• A node owned integration server may abend on during startup when
  run in a non-English locale. This is due to an error in message
  catalog fallback processing when attempting to render a BIP
  message which has not been localised. The abend stack is:

Problem conclusion

• The product no longer abends during start up in non-English
