Error description

• When the message flow debugger is terminated while debugging the
  flow, it's seen that the flow goes into a hang state.  A pstack
  shows the flow is waiting for the next debugger action

  This is a regression introduced by IT37124.

• The product runtime code is fixed to avoid the hang when the
  flow debugger is terminated abruptly from toolkit.
