Error description

• When performance data collection fails on Flash storage systems
  due to SNMP being disabled, the performance collection status
  doesn't present the user with an explicit message, despite
  receiving such messaging from the device and logging it
  internally.
  
  The internal failure messaging is sufficient to point to SNMP
  being disabled and/or unresponsive, and this could provide a
  user with a place to start their investigation - for example:
