Error description
Currently, Third Party Provider object is requiring Token Manager object to be up. If the token manager is down, Third Party Provider will also be in down state with Token Management dependency as the stated cause. Third Party Provider's caching status can be ANY.
Local fix
After disabling the OAuth security token manager, the OAuth provider is down, perform the steps below in the oauth provider settings page: 1- switch the 'Cache type' to 'Protocol' 2- disable token management 3- switch 'Cache type' back to 'No Cache' save 4- save
Problem summary
If the user selects the Provider type as "Third-party" in the OAuth Provider Settings, and the API security token manager is in down state, then the OAuth Provider is caused to be also in down state which is not correct.

Temporary fix
For the provider in down state, 1) switch the "Cache type" to "Protocol" 2) disable token management 3) switch the "Cache type" back to "No Cache" 4) save and apply it.
