Error description
After a node in the SLM peer group been rebooted, the counts of messages in the current interval are normally received on the rebooted peer from the survivng peers. However, this might not happen in the case where the threshold interval is dynamically changed in the transaction to a duration less than the configured duration, causing the counts to be reset to zero.
