Fix packs for DataPower Gateway version 2018.4.1

APAR status

• Closed as program error.

Error description

• The extension function dp:auth-info was not returning the same
  string
  "*no certificate provided*" as it had previously; the change in
  2018.4.1.12 was returning an empty element:
  <cert/>
  
  This fix restores the previous code so that
  <cert>*No certificate provided*</cert>
  in the case that the client had not presented a certificate
  during the SSL handshake.
  

Local fix

Problem summary

• The fix reverts the function to return the proper text.
