When either the Luna HA group or Luna partition objects are DOWN the Luna certificate crypto object should be down.
Local fix
Problem summary
When the luna-part/luna-ha-group objects are in DOWN state, the related luna key and certificate don't stay in correct state, they should be in DOWN state together.
