Error description

• LDAP objects will be added to startup ordering file to ensure
  they are being brought up in the correct order. Currently LDAP
  objects can be brought up in any order, which can sometimes
  result in dependency issues. LDAP has search parameters as well
  as LDAP bind objects which need to be brought up before the API
  LDAP Registry. This fix will ensure strict load order for LDAP
  related objects.
