Error description
When a user defined policy implementation contains files that are outside of local:/policy/<policyName> and that policy is in multiple catalogs this will cause duplicate entries in the import we use for batching user policies into one consolidated import. When this happens that file is not imported with policy batch and may cause API request errors that use the policy because the file is missing.
