IT33108: IBM SPECTRUM PROTECT PLUS VM RESTORE WITH NON ENGLISH TAGS DOES NOT RESTORE THE TAG CORRECTLY

Error description

• During a VMware VM restore, where the VM contains a tag that is
  not in all English characters, (Ie German umlates "ä ö ü" ) the
  VM is restored successfully but the non English tag characters
  are restored incorrectly.
  The tag is recreated but does not contain the original non
  English characters.
