Error description

• An unexpected reload might occur when using binary data in a
  GatewayScript action if the output content for the action is
   OUTPUT and the action does not create any data to send to
  OUTPUT
  

Local fix

• Change the output context of the GatewayScript action to be
  something
  else besides OUTPUT so you do not hit this condition.
  

Problem summary

• GatewayScript writing empty binary output to OUTPUT context
  will reload DataPower.
