  Steps for re-creation:
  1. Call B2B Transaction Viewer
  2. Pick up a transaction, select "Content"
  3. Download the file, experiencing an empty document
  Error message

  (bytes) exceeds tolerated limit -2147483648 (bytes)

Problem summary

• DataPower user might see the following error when downloading
   the transaction files in the B2B Transaction Viewer:
