IT24272: Unexpected return codes from DISPLAY PUBSUB and DISPLAY POLICY MQSC commands

• Closed as program error.

Error description

• The following unexpected error codes are returned if a non-mqm
  user/group with only +connect authority to the queue manager
  attempts the following MQSC commands:
  
  Case 1:
      DISPLAY PUBSUB
  
   AMQ8101: IBM MQ error (BC0004) has occurred.
  
  
   Case 2:
       DISPLAY POLICY(*)
  
   AMQ8101: IBM MQ error (BBF) has occurred.
  
     [1021, 205]
  
  
  Case 3:
        DIS AUTHSERV
  
  AMQ8103: Insufficient storage available.
  
  These error responses do not accurately relay the reason why the
  command was unsuccessful (user unauthorized).

Problem summary

  USERS AFFECTED:
  IBM MQ users using MQSC commands through a non-mqm
  principal/group which has only +connect authority to the Queue
  Manager.

  PROBLEM DESCRIPTION:
  Logic errors in the runmqsc code which reports error conditions
  meant that invalid internal return codes were presented to the
  user instead of the expected MQRC_NOT_AUTHORIZED reason code.
  

Problem conclusion

• The queue manager's command server component, and the runmqsc
  application, have been updated to correctly return
  MQRC_NOT_AUTHORIZED in these cases.
