STRRTC - #458057 GM / GM Circumvention: Clean up and add CD_STEP_INFO info table to the files purge_all.properties and purge_all.properties.in.

Problem conclusion
Resolution Summary: The PurgeAll.sh script truncates rows in the TRANS_DATA table creating dangling references in the CD_STEP_INFO table (if the STEP table contained entries prior to running PurgeAll.sh). This prevents the CDSA from starting up when it is configured in COLD Start mode. The CD_STEP_INFO table should also be truncated when PurgeAll.sh is run. The following tables have been added to purge_all.properties to also be truncated when PurgeAll.sh is run: CD_CKPT_INFO, CD_CKPT_REST, CD_SHSL_ACTIVE_SESSIONS, CD_SHSL_GROUPS, CD_SHSL_LOCAL_NODES, CD_SHSL_REMOTE_NODES, CD_SHSL_SUSPEND_QUEUE, CD_STEP_INFO.
