Problem summary

• In JDK 11 and JDK 17 z/Os, file tagging via
  IBM_JAVA_ENABLE_ASCII_FILETAG isn't operational when files are
  created using File.createNewFile().
  

Problem conclusion

• The solution involved instructing the native code support on
  z/OS to invoke JVM_Open(), thereby enabling file tagging support
  for files created using File.createNewFile() on JDK-11/JDK-17
  z/Os.
