IJ48855: DRAG AND DROP NOT WORKING FOR ADD/MODIFY IMAGE DIALOG IN IOT18 SKIN

• similar to IJ24286: DRAG & DROPPING A FILE AS ATTACHMENT OPENS
  THE FILE'S LOCATION AND THE FILE IS NOT ATTACHED
  
  STEPS TO REPRODUCE:
  
  
  1. In iot18 skin open Asset application.
  2. Bring up any asset
  3. Open the Add/Modify Image action.
  4. Open Explorer and find a .jpg image and drag the file detail
  to the Add/Modify Image dialog. Nothing happens.
  In tivili13 it adds the filename and on Ok save the image.

  Image can't be drag and dropped with iot18 skin
