• Problem:
  When you create a Capacity Planning scenario and run
  optimization, the optimization job always fails (works fine with
  Resource Leveling) 
  
  
  Steps To Reproduce:
  Open a GS worklist and create a Capacity Planning scenario.
  Open the optimization window and submit an optimization job.
  
  
  Results:
  Status of the job in Maximo becomes FAILED
  The job is not sent to the optimizer, no optimization solution.
  
  
  Expected Results:
  Status of the job in Maximo is PROCESSED
  The job is sent to the optimizer,
  The  optimization solution is displayed in the Gantt chart
