Error description

• Problem:
  7612 - Reservation quantity issue for WO Material Plan created
  reservations
  
  Steps to Reproduce:
  1. Open the Work Order Tracking application and create a new
  Work Order record (1897)
  2. Move to the Plans tab
  3. Under the Materials section, add a new row
  4. Select an Item (0-0048) and add a quantity of 6
  5. Populate the storeroom field (CENTRAL)
  6. Select the new row button again to add another row with the
  same item (0-0048). For this row set the quantity to 10
  7. Save the record
  8. Change the status to APPR
  9. Move to Inventory Usage application
  10. Select the created record from the approved work order
  11. Under the Usage Lines section remove the line item with the
  quantity of 10
  12. Save the changes
  13. Change the status of the record to Complete
  14. Move back to the Work Order Tracking application and select
  the work order created from a step 1 (0-0048)
  15. Move to the Actuals tab. Under the Materials section only
  one item row appears as the second row was removed from the
  Inventory Usage record.
  16. Move to the plans tab
  17. Under the Materials section try to remove the Item with the
  quantity of 10 that was remove from the Inventory Usage record
  
  Results:
  BMXAA4631E - Cannot delete work plan material if an actual
  material exists for it.
  
  Expected Results:
  The item should be allowed to be removed as the line does not
  exist in the Actuals tab of the record.

  * RECOMMENDATION:                                              *
  * A new property is introduced to resolve this issue as        *
  * mxe.app.wpmaterial.enablewpitem.                             *
  * When mxe.app.wpmaterial.enablewpitem is set to 0, while      *
  * deleting materials on Plans Tab there will be no match of    *
  * corresponding line on Actuals Tab but only item data. When   *
  * user tries to delete material on Plans Tab, error will be    *
  * thrown or not is based on issued material to work order for  *
  * that item. This is default behaviour as maximo currently     *
  * works.                                                       *
  * When mxe.app.wpmaterial.enablewpitem is set to 1, while      *
  * deleting materials on Plans Tab there will be match of       *
  * corresponding line on Actuals Tab using WPITEMID. When user  *
  * tries to delete material on Plans Tab, it will throw error   *
  * or not based on quantity issued to work order for that item  *
  * line.                                                        *
