  the relationship for the Specifications.  Instead of providing
  the source and target classification it errors

  EXPECTED BEHAVIOUR
  It should have reported an issue with 11220 instead. The
  relationship is with target asset 11200 which has the HVAC
  classification, the asset relationship rule passes the
  validation.
  Therefore the expected is a message that should show source and
  target classifications not messages.
