IJ45065: ATTACHMENT ENCODING ISSUE

APAR status

• Closed as program error.

Error description

• STEPS TO REPRODUCE:
  1- Go to Work Order Tracking(Oil) or any application where we
  can upload an attachment.
  2- Add attachment where file has + character in it
  
       For ex: Maximo7613+Test.xlsx
  3- Attachment gets added successfully.
  4- Click view attachments to see uploaded attachment and copy
  the URL
  Got below URL
  http://host/ATTACHMENTS/Maximo7613%20Test1669771733498.xlsx
  5- Clicking on the link gives 404.
  
  CURRENT ERRONEOUS RESULT:
  Encoding character for + is %2B however the result url has %20
  which is encoding for "space" which seems to be the issue.
  
  EXPECTED RESULT:
  If removes the "+" the file attached can opened with no problem
