Error description

• The value reported as Online Virtual CPUs should not be limited
  by the Maximum Capacity value.
  
  This is the way currently the algorithm is implemented and this
  is a defect in the scanner component.
  
  Scanner algorithm has a flaw - it incorrectly limits the
  value reported under the <LparCapacityInCores> property of the
  <Lpar> component group in the capacity scan by the Max
  Entitlement value of the LPAR even though the partition is
  uncapped.
  This results in lower values reported as the Partition Cores in
