  STEPS TO REPRODUCE:
  1. Go To -> Service Catalog -> Offering Application
  2. Click 'New'
  3. Dialog Box appears: BMXAA0019I - The Job Plan field is either
  read only or part of the primary key. You cannot edit this
  field. <-- The issue
  4. Close this dialog box, all fields becomes read only.

  ***Issue described in this APAR occurred after applying fix for
  IJ33051 due to offering attributes that have global READONLY
  restrictions. While issue couldn't be reproduced in testing by
  adding global READONLY restrictions to Maximo view object
  TOOLITEM (PMSCOFFERING is also a view object based on the ITEM
  table), it is conceivable that this may be encountered under
  other scenarios not involving offerings or ICD. The fix for this
  APAR would still apply if this problem is encountered
  elsewhere.
