IJ40314: UNABLE TO CREATE A GRAPHICAL ASSIGNMENT RECORD WHEN DEFAULT INFORMATION LOCALE IS SET TO FRENCH

Error description

• When logged in with a non English user (locale unset or set to
  French for instance), users cannot create a new schedule in the
  application Graphical Assignment.
  
  Step to reproduce :
  - Log in with user WILSON/wilson
  -Go to Default Information for user wilson and enter French for
  field Locale
  - Open application "Graphical Assignment"
  - Click on "new schedule"
  
  RESULTS
  The following error is displayed :
  "BMXAA4145E - 0.5 Is not a valid duration. You cannot use a time
  separator and a decimal separator. Enter a duration value in the
  format HH:MM or a decimal value "
