Error description

• Description:
  Requirement Status shows NOT QUALIFIED when there are more
  assigned labor that has the qualification than the required
  quantity.
  
  STEPS TO REPRODUCE:
  
  1. Create a crew where a required qualification has a quantity
  of 2, the qualification should have a certification required.
  
  2. Crew needs to have at least three positions. Assign different
  labor to each of the three positions to start next Monday.
  
  3. Go to Qualifications and associate each of the three labor to
  the qualification giving a certificate and effective date of
  next Wednesday, Labor qualification in each case should say
  ACTIVE.
  
  4. Back on Crew application and action Crew Assignment Status,
  advanced the Date to next Monday when the labor assignments will
  show OK, the Requirement Status for the Required Qualification
  will show NOT QUALIFIED, effective date of certification has not
  been reached.
  
  5. Advanced to next Wednesday
  
  RESULT:
  The Requirement Status will still show NOT QUALIFIED
  
  EXPECTED RESULT:
  If there are more assigned labor that has the qualification than
  that specified in the Quantity field on the Required
  Qualification then the Requirement status should say OK instead
  of NOT QUALIFIED. It should also be OK if QUANTITY is null and
  two or more labor have the qualification.
